The framework contract for the ongoing evaluation of the Interreg 2Seas 2014-2020 programme foresees different tasks.
The present task,is build on the capitalisation of the several analyses and products elaborated in Task 1 (which entailed the identification of the monitoring and the evaluation needs, a mapping of the expected programme benefits, the definition of a structure of the evaluation plan and evaluation questions, the implementation of specific tools for programme monitoring and reporting as well as a capacity building tool supporting project applicants in defining project results). Accordingly, Task 2 specifically is divided in the following sections:
- Task 2.1 ‘Assess the Programme implementation and identify potential issues in the strategy, governance, finances, target groups, sectors, communication, coverage etc. to inform decisions of the Monitoring Committee.
- Task 2.1. encompasses: o 2.1.a Effectiveness: Assessment of the Programme intervention logic; o 2.1.b Efficiency: Implementation of the Programme.
- Task 2.2 ‘Provide input to the Annual Implementation Report 2017 where first reporting shall be given on Programme performance with regard to performance framework (i.e. update of output indicators achievements) and identify the reason for any gap identified to allow subsequent mitigation measures from the Monitoring Committee’, which includes: o 2.2.a Performance: Analysis of the financial, physical and procedural implementation; o 2.2.b Impact: First insights for the impact evaluation.
