Alessandro Valenza - Partner and Director

A public policy analyst with extensive experience in the planning and evaluation of EU funds on a regional scale, Alessandro is Head of Governance at t33. He is currently leading the international research group commissioned by the European Commission to conduct the study, 'Measuring the impact of changing regulatory requirements to administrative costs and administrative burden of managing EU Structural Funds', and is the coordinator of the ongoing evaluation of the Italy-France ALCOTRA Programme 2007-2013. In the framework of the technical assistance to the Regional Operational Programme “Competitiveness and Employment 2007-2013 Marche Region” he is responsible for the study of the 2014-2021 programming cycle. Since 2006 he has been a Board Member of the “Master of Relations with Eastern Countries” at the University of Macerata and is responsible for courses on European institutions and European Project Cycle Management.
Education: A degree in Political Science from Cattolica University in Milan.

Giovanni Familiari - Partner

Head of Financial Instruments at t33, Giovanni specialises in the economic and financial evaluation of investment projects as well as the identification and assessment of financial engineering instruments to support local development. His main responsibility in 2011 is the evaluation of the administrative cost of Structural Funds regulation post 2013. This analysis was commissioned by DG REGIO and is coordinated at the European level by t33. He is also currently involved in the evaluation of research and innovation initiatives from CRO POR FESR 2007-2013 in the Marche Region and in the analysis of the socio-economic impact of an innovative project in the transport sector (FP7). Since 2009 he has taught project feasibility studies under the 'Master of Relations with Eastern Countries' at the University of Macerata, and collaborates in cost-benefit training for the European Institute of Public Administration.
Education: A degree in Economics from Bocconi University in Milan.

François Levarlet - Partner

Environmental economist and an expert on EU regional policy, François is responsible for Environment at t33. For nearly 10 years he has carried out evaluation of community programs (ERDF) in Umbria, Tuscany, Marche, Lazio and Lombardy. He provided technical assistance to PRAI (Tuscany), to the ERDF OP in Tuscany and is part of AT ROP Marche 2007-2013. Through the United Nations and the EuropeAid he has served as a consultant to environmental planning in the Maghreb and sub-Saharan Africa. Within the programs of territorial cooperation to which he has provided technical assistance is the OP Italy-Switzerland and the evaluation of the OP Italy-France (ALCOTRA). Since 2009 he has taught European environmental policies in the “Master of Relations with Eastern Countries” University of Macerata.
Education: Ph.D. In Environmental Economics from the University of Sorbonne in Paris.

Pietro Celotti - Partner

With over 10 years experience in the coordination of transnational projects for culture, rural tourism, continuing education and corporate internationalization, Pietro is now Head of Culture and Tourism at t33. On behalf of the Italian Republic Embassy in Tunis he formulated a training plan for the launch of eco-cultural tourist routes in different regions of Tunisia. He currently coordinates technical assistance projects for local bodies involved in managing EU co-funded programmes and projects and is carrying out an assessment of cooperation programmes (Italy - Tunisia ENPI; ALCOTRA France-Italy 2007-2013). Since 2010 he has been teaching Europlanning techniques under the “Master of Relations with Eastern Countries” at the University of Macerata.
Education: A degree in Philosophy from the University degli Studi di Pisa, and a Diploma in philosophy at the Scuola Normale Superiore di Pisa.

Clarisa Capomagi - Administration manager

Three years experience in the Department of Community Policies of the Marche Region has expanded Clarisa's liberal arts education with knowledge in program planning, management, monitoring and reporting. Decades of experience studying and working in France (Paris), in humanities and languages and in child services, as well as excellent knowledge of French language and culture has enabled her to gain an expertise of the European Union which is in perfect harmony with t33's mission. Familiarity with Public Administration in Europe assists her as Head of Administration, Quality and Tenders.
Education: A degree in Philosophy from the University of Macerata.

Andrea Gramillano - Consultant

A regional economist, Andrea deals with urban economics, public policy analysis and development economics. He is currently engaged in the evaluation of research and innovation initiatives in Le Marche for CRO POR FESR 2007-2013, with responsibility for compiling the data, econometric analysis, implementation of case studies and the evaluation of effects and impacts. He is assisting with quantitative analysis for the ongoing evaluation of the Italy - France cross-border ALCOTRA Operative Program 2007/2013.
Education: A Ph.D. in Economics from the University Politecnica delle Marche.

Nicola Brignani - Consultant

A social researcher with specific experience in qualitative surveys, Nicola has since 2010 been involved in a European Commission study on market regulation ('PSI: Identification of Potential Exclusive Agreements – Italy'), a European Commission study on mechanisms for rewarding the cohesion policy ('Moving towards a more result / performance-based delivery system in Cohesion Policy'). He has sectoral capacity building experience and has recently worked on the development of skills assessments for re-employment.
Education: A masters degree in psychology and adult psychopathology at the University Paris VII, Paris.

Michele Alessandrini - Consultant

Michele’s research field is International Economics. In particular he conducted studies on International Trade, economic growth, economic development, indian economy, labour economics, cooperative firms, European Union Policies. Within the framework Contract of the Committee of the Regions he dealt with the studies regarding the new directive for public procurement, the setting of European Adjustment Globalisation Fund, the evaluation of the implementation of Single Business Act, the new directive for posting workers. He is also involved in the studies for DG REGIO and DG INFSO.
Education:a Ph.D. in Economics at the University of Rome " Tor Vergata".

Cristina Stronati - ICT manager

Cristina is an electronic engineer. With significant experience gained in a design and production of electronic devices has enhanced her education with the knowledge of the mechanisms that regulate the small and medium enterprises. In the company, she is responsible for monitoring and participation in the tender, responsible for ICT and the web master t33.
Education: a degree in Electronic Engineering at the University of Ancona.
