Operational Evaluation of Interreg VI-B NEXT Black Sea Basin Programme 2021-2027

The Interreg VI-B NEXT Black Sea Basin Programme is an EU-funded initiative under the framework of the Cohesion Policy, aiming to improve the welfare of the populations within the Black Sea region through the promotion of research and innovative solutions, the advancement of joint environmental protection and the consolidation of good governance practices.

The Programme’s eligible area includes NUTS II regions from three EU Member States (Bulgaria, Greece, Romania), four candidate countries (Georgia, Moldova, Türkiye, Ukraine), and one non-EU country (Armenia).

t33 was selected to carry out an operational evaluation, with a focus on programme management and implementation, including communication. 

The overall purpose of the evaluation is to generate targeted, evidence-based knowledge regarding the efficiency, effectiveness, relevance and visibility of the programme, thereby supporting its current implementation and informing future strategic planning.

The evaluation of the programme’s implementation primarily examines how the programme has progressed compared to its initial expectations and the factors that have influenced the achievement of its objectives. It also considers the impact of administrative and financial capacities at both programme and project levels, the measures taken to simplify and streamline operations, and the programme’s continued relevance in addressing initial and current needs. In addition, the evaluation assesses the efficiency and effectiveness of the programme’s communication strategy, including its tools, visibility and support for project-level communication.

Methodologically, the evaluation employs a mixed-methods approach, combining quantitative and qualitative techniques to ensure both reliability and triangulation of findings. Quantitative tools such as indicator analysis and surveys are complemented by qualitative methods including interviews, focus groups and case studies.

The key deliverables foreseen within the scope of the contract consist of the Evaluation Report and the Communication Evaluation Report.
