The general objective of the contract is to provide support for the evaluation of Theme B "Assessment of the relevance of development needs and the contribution to meeting the thematic objectives and country-specific recommendations" provided in the Evaluation Plan of the Partnership Agreement of Romania. The objective of the evaluation is to analyse the relevance, effectiveness, and impact of the use of financial resources allocated by the Partnership Agreement from the perspective of thematic objectives and country-specific recommendations.

The evaluation also highlights the factors that contribute to the success or failure of the implementation, as well as to the sustainability of the actions funded. The evaluation leads to a series of conclusions and lessons learned, accompanied by related recommendations, which can be transferred in operational terms to the Ministry of European Funds to serve its decision-making purposes on the management of the Partnership Agreement and the programming of funds for the next financial year 2021-2027.
