Update of the ex-ante assessment for the RES and Energy Efficiency Financial Instrument (Domestic Sector) – Malta

Ministry for European Funds, Social Dialogue and Consumer Protection – Malta

  • Start Date: July 2026

  • Status: In Progress

The ECJ Programme 2021-2027, co-financed by the ERDF, the Cohesion Fund and the Just Transition Fund, plans to support renewable energy and energy efficiency investments in the residential sector through a financial instrument. The new instrument will build on Malta’s experience with the Energy Efficiency and Renewable Energy (EERE) financial instrument implemented in the 2014-2020 programming period.

Under Article 58 of the Common Provisions Regulation (EU) 2021/1060, a financial instrument can only be set up on the basis of an ex-ante assessment. To take account of changing market conditions, regulatory developments and the experience gained since 2020, the Managing Authority has commissioned T33 to update the ex-ante assessment prepared for the previous programming period.

The assignment covers:

  1. Analysis of demand and investment needs for renewables and energy efficiency in the residential sector.

  2. Review of the previous instrument and lessons learned.

  3. Options for financial instrument design, including institutional set-up and governance.

  4. Compliance and delivery, covering State aid, the Do No Significant Harm (DNSH) principle, monitoring and reporting.

The assessment follows an evidence-based approach. It combines desk research and the analysis of statistical and market data with stakeholder consultations with public institutions and the private sector. The work will identify the financial instrument best suited to current market needs for the 2021-2027 programming period.

The service is coordinated by T33 expert Giovanni Familiari.
