The service supports the European Investment Bank in Project Completion Reporting and in the identification of lessons learned from Structural Programme Loans supporting Cohesion Policy Funds. Structural Programme Loans are EIB framework loan operations designed to support national and, where relevant, regional co-financing obligations linked to European Structural and Investment Funds, thereby facilitating the implementation and absorption of Cohesion Policy resources.

The assignment covers a portfolio of Structural Programme Loan operations approved between 2013 and 2020. The portfolio includes 20 EIB operations across 16 countries and 78 Operational Programmes, spanning policy areas such as urban and regional development, water and waste management, energy, transport, innovation, education, health and social inclusion.

The service combines project-level and programme-level analysis. It includes the assessment of selected schemes supported by each Structural Programme Loan, the preparation of sample review reports, the analysis of Operational Programme documentation and the drafting of succinct Project Completion Reports. The work also supports the identification of cross-portfolio findings, implementation challenges, good practices and lessons learned relevant to the future use of Structural Programme Loans.
The methodology combines desk research, analysis of programme and project documentation, questionnaires to selected final beneficiaries, data analysis, quality review of reporting outputs. The final outputs include a synthesis and reflection paper and a final report bringing together the main findings and recommendations.
