The Ministry of Investments and European Projects (Romania) has contracted t33 to carry out the Evaluation of the Partnership Agreement 2021–2027 (Lot 2), focusing on Policy Objective 2 (PO 2) ”A greener, low-carbon and resilient Europe”, including the Specific Objective for Just Transition.

The service contract is implemented over an eight-month period, from 17 July 2025 to 16 March 2026. The main objective of the contract is to assess the implementation of Policy Objective 2 and the Specific Objective for Just Transition under the Partnership Agreement 2021-2027 of Romania, with a primary focus on analysing and determining progress in reducing greenhouse gas (CO₂) emissions.

The evaluation examines the relevance, coherence, effectiveness, efficiency and EU added value of the interventions financed under these objectives. In line with the Evaluation Plan of the Partnership Agreement, it also assesses the contribution of funded measures to inclusiveness, non-discrimination and visibility.

Given the thematic coverage of OP2 and OS TJ, the evaluation addresses investments related to: reduction of greenhouse gas emissions; improvement of energy efficiency and use of renewable energy sources; support for ecological urban and peri-urban public transport; regeneration and reconversion of polluted or industrial sites.

The evaluation covers interventions financed through the European Regional Development Fund (ERDF), Cohesion Fund (CF), European Maritime, Fisheries and Aquaculture Fund (EMFAF) and the Just Transition Fund (JTF), implemented under: national programmes (PDD, PT, PAP, PTJ) and the eight Regional Programmes.


The analysis is conducted from a process evaluation perspective, examining whether the early stages of implementation are aligned with initial expectations and the underlying theory of change, and identifying potential deviations that may require corrective action. he evaluation will result in a comprehensive set of conclusions and lessons learned, accompanied by operational, transferable recommendations.

By applying a robust mixed-methods framework, combining quantitative data analysis with qualitative insights from stakeholders, the evaluation will generate practical lessons and recommendations to strengthen decision-making process of the Ministry of Investments and European Projects.
