Evaluation of the support provided for the development of technical and economic documentation within the Operational Programme Technical Assistance 2014–2020

The Ministry of Investments and European Projects (Romania) has contracted t33 to carry out the evaluation of the contribution of the Operational Programme Technical Assistance (PoAT) 2021-2027 to the implementation of administrative capacity building measures included in the National Roadmap.

The service contract is implemented over a six-month period, from 11 December 2025 to 10 June 2026, and forms part of the official evaluation framework supporting the management and performance assessment of PoAT 2021-2027.

The general objective of the contract is to assess the relevance, coherence, effectiveness and efficiency of the resources allocated through PoAT 2021-2027 in supporting administrative capacity building measures included in the National Roadmap. In addition, the evaluation addresses impact, sustainability and visibility, as complementary criteria proposed by t33, to the extent permitted by the programme’s stage of implementation.

Beyond assessing the level of achievement of planned measures, the evaluation aims to: identify the key factors influencing successful or underperforming implementation; generate lessons learned; and formulate practical, operational recommendations to support evidence-based decision-making by the Managing Authority and other stakeholders, including for the design of future technical assistance interventions in the post-2027 programming period.

The evaluated interventions include:

  • Sector-specific measures covering areas such as digitalisation and research, development and innovation (RDI), water and wastewater, waste management, risk management, energy, biodiversity and health, implemented by potential PoAT beneficiaries;

  • Horizontal and transversal measures targeting the Management and Control System, aimed at strengthening institutional capacity at both central and operational levels.

 
The evaluation will be carried out using a comprehensive mixed-methods methodology, combining desk research, analysis of administrative and programme data, surveys, interviews, case studies, focus groups, workshops and benchmarking analysis. This approach will support the formulation of well-grounded conclusions, lessons learned and operational recommendations, contributing to evidence-based programme management and informing the design of future technical assistance interventions beyond 2027.

The contract runs from December 2025 to June 2026, with evaluation activities scheduled to be completed by April 2026.
