Ex-ante assessment for the activation of financial instruments under the CAP Strategic Plan in Malta

Farmers and young farmers in Malta face important financial needs. To support decision-making under the CAP Strategic Plan 2023–2027, the Maltese authorities commissioned an ex-ante assessment to help the managing authority address market gaps and define priorities for the allocation of public resources.

The study aimed, first, to analyse the feasibility of establishing a financial instrument to meet the financing needs of young farmers in Malta. Second, it assessed whether there was scope for programming other financial instruments to support the agricultural sector.

The assessment combined desk research with an analysis of consistency with EU and national policy priorities and compliance with the relevant legal framework, alongside a market analysis of financing gaps and stakeholder consultations. It examined product options, potential intermediaries, and delivery mechanisms, and estimated the expected leverage effect and contribution to programme objectives.

The assignment concluded with recommendations on whether and how to deploy financial instruments under the CAP in Malta, supported by stakeholder consultations and a final ex-ante assessment.

The study was conducted in partnership with EY as part of a consortium.
