The study, carried out for the European Committee of the Regions, aims to provide an overview of funding sources and to quantify the support delivered under the Just Transition Mechanism (JTM), broken down by Member State and by Territorial Just Transition Plan (TJTP).

The analysis, based on five case studies across different Member States, examines the role of local and regional authorities (LRAs) in the governance of the JTM and other EU instruments supporting the Just Transition. Drawing on questionnaires and interviews, the study explores how actors interact in practice, the existence of specific strategies or communication mechanisms, and the main gaps and challenges in implementation. It also includes a forward-looking component assessing long-term trends, challenges, and opportunities that may influence the future of EU support for the Just Transition, taking into account technological progress and ongoing economic changes.

Upon completion, the study will provide recommendations for LRAs, national governments, and EU institutions to strengthen policy and funding strategies and enhance the overall effectiveness of Just Transition support.

t33 contributes to all tasks of the study and is specifically responsible for analysing funding sources and quantifying the support provided under the JTM, broken down by Member State and by Territorial Just Transition Plan, based on available data up to the end of 2024.
