RBM-MEL trainings and technical support to UfM under Sida cooperation

The project supports the intergovernmental organisation Union for the Mediterranean (UfM) in its strategic transition from a traditional operating-grant model to a programmatic and results-oriented framework. This transformation reflects the organisation’s commitment to adopting a Results-Based Management (RBM) approach and establishing a robust Monitoring, Evaluation and Learning (MEL) system. The project contributes to strengthening organisational coherence, improving evidence-based decision-making, and enhancing the effectiveness and accountability of UfM interventions across its six Divisions.

The overall objective is to embed RBM-MEL principles throughout the UfM’s programme cycle and to build the organisation’s internal capacity for the design and implementation of its forthcoming Joint multi-annual Programme 2026–2028. More specifically, the project aims to develop a shared understanding of RBM and MEL concepts across the Secretariat, support the elaboration of the Theory of Change (ToC) underpinning the Joint Programme, and equip UfM staff with practical tools for results-oriented planning, monitoring and evaluation.

t33 leads technical assistance and training activities. The project provides methodological guidance, training materials, and analytical outputs that capture key findings and offer practical recommendations to embed RBM-MEL practices within the UfM Secretariat.

The project is led and implemented by Lorenzo Palego and Clarissa Amichetti. The team coordinates the technical, methodological and logistical aspects of the service on behalf of t33.
