This evaluation assesses whether the European Neighbourhood and Partnership Instrument (ENPI) Cross Border Cooperation (CBC) programmes 2007-2013, have achieved or are achieving their planned objectives, in terms of their impact, effectiveness and efficiency.
The rationale for undertaking this evaluation is to identify key lessons and lead to conclusions based on objective, credible, reliable and valid findings to provide the European Commission with a set of operational and useful recommendations for the new generation of ENPI CBC programme implementation. The specific objectives of this evaluation are to 1) Assess in both qualitative and quantitative terms the performance of ENPI CBC programmes (2007-2013) particularly their effectiveness, efficiency, impact, sustainability and EU added value; 2) Review/assess the existing practice in programme implementation, monitoring and performance measurement of ENPI CBC programmes, coming up with findings/conclusions of the pitfalls, drawbacks of the current systems and operational recommendations for improving the implemetion, monitoring (including reporting) and evaluation of the ENPI CBC programmes.

The service has been performed the Consortium led by GDSI Limited, with t33 as subcontractor.
