The objective of the contract is to provide expertise to the Maltese authorities to develop guidelines, templates and other documentation that can be used by project promoters, for preparing investment projects to be funded by Union funds and/or EFSI, and by the Ministry for European Affairs and Equality in Malta (MEAE) to carry out the ex-ante evaluation of such projects.
In addition, the service foreseen the provision of training to public sector officials from the Ministry for European Affairs and Equality on how to interpret and complete ex-ante templates as well as on how to carry out the ex-ante evaluations of investment projects.
At the end of the training, participants should have acquired a good knowledge to assess the completeness and quality of project dossiers before their submission to full evaluation and application for funding. At the same time, the MEAE trained officials should have developed the capacity to provide training and guidance to project promoters who are working on preparing projects to be submitted to ex-ante evaluations. Within the contract t33 leads Tasks 4 on the development of tools for project evaluation, and Tasks 5 and 6 on the preparation and the deliver of training activities.
