In the perspective of the future development of new EU industrial policy strategy in the 2021-2027 programming period, the report identifies ways by which a place-based and circular economy  approach could be implemented by Local and Regional Authorities (LRAs). Based on desk research, interviews and case studies, the report examines what a territorial or place-based approach means in the context of an EU industrial policy strategy and identifies concrete proposals for implementing such an approach. This is addressed through:

1. an analysis of place-based industrial development, the key issues involved and guiding principles for its implementation

2. an overview of current approaches to implementing EU industrial policy strategy policy, from a territorial prospective

3. an identification of specific proposals that key stakeholders have made in the context of an EU industrial policy strategy.

Moreover the report examines the current state-of-play of the low carbon and circular economy from an economic and business perspective, its potential for further development and the key challenges that must be overcome and how these concern regional and local authorities, in order to make proposals for new policy interventions that can help companies make the necessary adaptations. The analysis also includes seven case studies of individual regions and cities that are active in developing a low carbon and circular economy.
