On going evaluation of the 2018-2019 Operational Programme on Administrative Capacity - Lot 2

t33 is involved together with ACZ and IRIS in the evaluation of the Operational Capacity Administrative Programme 2018-2019 of Romania. The evaluation focuses on three main topics: Public procurement system (SO 1.4), Optimization of processes at local governments level (SO 2.1), Transparency, ethics and integrity within public authorities and institutions (SO 2.2)
The methodology is based in a combination of tools including desk research and literature review, data analysis and data collection (including interviews with programme bodies and beneficiaries when necessary), questionnaire, survey and case study.
