The objective of the contract is to provide a common methodological approach for evaluating the effectiveness, efficiency and impact of SMEi in the participating Member States, while considering the different sizes and options of SMEi across the Member States.
 
The common methodological approach helps Member State authorities to develop their own terms of reference to conduct SMEi evaluations. It consists of a general module (Task 2) , applicable to each Member State, and complementary modules (Task 3) that deepen the analysis.
