The International Monetary Fund  has quantified that about 30% of the positive impacts of public investments could be lost due to inefficiencies in public investment processes. To enhance administrative capacity, the European Commission has invested massively both financially and institutionally in the 2014-2020 programming period.
Therefore, all Member States are encouraged in 'strengthening administrative capacity’.
 
The general objective of the project is to further improve the offer of peer learning opportunities aimed to improve the capacities of Member State authorities to use and manage funding from ERDF and the Cohesion Fund. This will include contributing to completing the transition from the REGIO Communities of Practitioners (CoPs) to the REGIO P2P+ Communities.
 
More specifically, the project intends to:
 
a) Consolidate and further develop the activities and results achieved so far by the REGIO CoPs, further strengthening the existing Communities, and expanding their scope in terms of themes and participation.
b) Complete the systematization of the methods and tools developed for the creation, organization and animation of the Communities of cohesion policy practitioners.
c) Contribute to the development of the Communities' online interface in FUTURIUM by transforming the existing webpage into a more structured online space offering access to a wide range of networking and peer learning opportunities for cohesion policy practitioners. 
d) Contribute to the development and promotion of Communities under the REGIO P2P + brand and contribute to the implementation of the transition to REGIO P2P+ Communities.
 
The study is led by t33 and conducted in consortium with Spatial Foresight GmbH and OIR GmbH.
