Performance evaluation of the Interreg Alpine Space 2021-2027 programme

The Interreg Alpine Space 2021-2027 programme is a transnational Interreg programme financing cooperation projects across the borders of seven Alpine countries (i.e. Austria, France, Germany, Italy, Liechtenstein, Slovenia, and Switzerland).  Through innovative and pioneering ideas, the Interreg Alpine Space programme fosters the integration of sustainable economic development, societal wellbeing and the preservation of its outstanding nature.

The purpose of this service is to assess the programme’s performance and draw evidence-based lessons that can be used in view of preparing the 2028-2034 programme. The evaluation service comprises three tasks to assess:

  1. New features which the 2021-2027 programme has introduced for projects.

  2. Support for the implementation and governance of the EU Strategy for the Alpine Region (EUSALP).

  3. Programme implementation procedures and tools.
     

The evaluation applies the criteria of Relevance, Coherence, EffectivenessEfficiency, and EU added value.

A mix of quantitative and qualitative methods is used to ensure a comprehensive assessment. This methodological combination captures both measurable outcomes and stakeholders’ perspectives. Beyond gathering information on results and outputs, the evaluation explores why and how these results have been achieved and identifies factors that may hinder implementation.

The evaluation service is led by Spatial Foresight and coordinated at t33 by Pietro Celotti.
