This study supports the interim evaluation of the Public Sector Loan Facility (PSLF), third Pillar of the Just Transition Mechanism (JTM). PSLF regulation Article 17 requires an interim evaluation by 30 June 2025. The interim evaluation covers:

• PSLF contribution to addressing the needs of territories implementing the TJTPs;
• how the horizontal principles referred to in PSLF Regulation Article 4 were considered;
• the need to carry out a gender impact assessment;
• the application of eligibility conditions in PSLF Regulation Article 9 and how the visibility obligations were applied;
• the contributions of PSLF supported projects to the environmental objectives in Article 9 of Regulation (EU) 2020/852, considering the screening criteria in that Regulation.

 
The objective of the study is to assess the performance of the PSLF against the EU evaluation criteria of relevance, effectiveness, efficiency, coherence and EU added value, as prescribed by EU Better Regulation Framework.
