Analysis of the reliability of target setting in 2021-27 for a selection of indicators under SO 2.1 “Promoting energy efficiency and reducing greenhouse gas emissions” (European Regional Development Fund/Cohesion Fund)

DGREGIO has contracted t33 to elaborate a study to inform the implementation of the new system proposed under the Multiannual Financial Framework (MFF) 2028–2034 for Cohesion Funds, including budget expenditure tracking and performance monitoring.

The analysis aims to ‘assess the robustness of target setting and the underlying assumptions about the relationship between planned financial allocations and expected results at the time of programming in the area of energy efficiency’. This is done on three output indicators and one result indicator under the specific objective (SO) 2.1 “Promoting energy efficiency and reducing greenhouse gas emissions”, as defined by the Regulation (EU) 2021/1058.

These indicators were also retained in the new pre-defined list of indicators included in the recent proposal for tracking budget expenditure and monitoring performance for the 2028-2034 period:
  • RCO01: Enterprises supported
  • RCO18: Dwellings with improved energy performance
  • RCO19: Public buildings with improved energy performance
  • RCR26: Annual primary energy consumption

The workplan of the study is composed of:

  • Task 0: Preparation, coordination drafting and sampling of methodological documents to ensure territorial coverage and balanced selection of Member States
  • Task 1: Analysis of target setting based on methodological documents
  • Task 2: Analysis of consistency of implemented based on reported values

The analysis relies on the review of methodological documents and cohesion data platform data.
