The Lazio Region has commissioned t33 to conduct an evaluation of the effectiveness of administrative capacity-building measures aimed at the Intermediate Body Lazio Innova S.p.A., as provided for in the Administrative Regeneration Plan of the Lazio ERDF 2021-2027, which defines a set of targeted interventions divided into three main areas: staffing and skills enhancement, standardisation and simplification of processes and procedures, and strengthening of cross-cutting tools.

The evaluation therefore aims to analyse the effectiveness of capacity building actions, tutoring activities aimed at businesses and simplification measures (such as simplified cost options and controls), as well as to evaluate the relevance of digital tools and the added value of communication initiatives.

To this end, the analysis adopts a multidisciplinary approach that integrates qualitative and quantitative methods to ensure a comprehensive and robust view of the processes and results generated by administrative strengthening actions. On the quantitative side, desk and documentary analyses are planned to reconstruct performance indicators; on the qualitative side, questionnaires will be administered, focus groups organised and in-depth interviews conducted with the staff of the Intermediate Body and with the beneficiary companies. These activities will be accompanied by targeted surveys and participatory workshops, aimed at validating the results that emerge and investigating any critical issues in the verification, communication and tutoring processes.

The ultimate goal is to provide operational guidelines for improving administrative capacity in a formative assessment approach. In addition to measuring the effects produced, such as the reduction of administrative burdens, the effectiveness of SCOs, the outcomes of tutoring activities and the evolution of the digital platform, the analysis aims to translate the evidence gathered into concrete recommendations that are immediately useful for optimising processes. In this way, the aim is to provide tools capable of improving internal organisation, resource management and communication effectiveness, promoting a process of continuous and sustainable strengthening of administrative performance.
