The assignment concerns the evaluation of the European Regional Development Fund (ERDF) Regional Programme “Investments for Jobs and Growth” 2021-2027 of the Autonomous Province of Bolzano, commissioned by the Managing Authority of the Programme.

The ongoing evaluation aims to assess the implementation, effectiveness, efficiency, relevance, coherence and added value of the Programme, in line with Article 44 of Regulation (EU) 2021/1060. The results are intended to support the Managing Authority and the Monitoring Committee in examining the programme’s progress, improving its performance, and informing future programming decisions.

Within this framework, the evaluation covers a comprehensive set of activities planned for the 2021-2027 period, including three implementation reports (2025, 2027, 2029), three impact evaluations on specific objectives related to research and innovation (SO 1.1), energy efficiency in public buildings (SO 2.1), and sustainable mobility (SO 2.8), as well as two environmental monitoring reports, an evaluation of digitalisation processes in project management, an assessment of communication activities, and a cross-fund analysis of the regional policy’s overall impact.

The methodological approach combines general analyses of the programme’s implementation and contribution to regional development with thematic and transversal evaluations focused on impact and learning. It includes the use of qualitative and quantitative methods such as desk research, indicator analysis, case studies, and stakeholder consultations. In addition to the core evaluation tasks, the service provides technical support to the Managing Authority.
