The assignment forms part of the Interim Evaluation of the Investment Programme (IP) for European Union Funds 2021–2027, commissioned by the Ministry of Finance of the Republic of Lithuania.

The evaluation aimed to assess the progress of the IP in achieving its policy objectives and to support the preparation of its mid-term review. It examined the alignment of the programme’s priorities and objectives with Lithuania’s development needs, the effectiveness and expected impact of EU investments, and the adequacy of the monitoring indicator system. The analysis also considered the programme’s coherence and relevance, contributing to the formulation of recommendations and proposals for the reallocation of the flexibility amount. The results will inform Lithuanian authorities responsible for the planning and administration of EU funds.

Within this assignment, t33 developed two specific deliverables. First, a methodological framework proposal for the mid-term review and flexibility allocation, focusing on a structured approach for attributing and reallocating the “flexibility amount” among priorities and specific objectives. The methodology included an analysis of the programme’s intervention logic, the identification of criteria to guide reprogramming decisions, and the definition of reallocation scenarios based on a multi-criteria analysis, both across and within the relevant Specific Objectives (RSOs).

Second, two case studies were developed, analysing national initiatives in Estonia and Czechia to strengthen administrative capacity, with particular attention to the implementation of the Roadmap for Administrative Capacity Building (ACB) and simplification measures introduced in the 2021-2027 ERDF programmes.
