The objective of the present evaluation is to analyze the effectiveness and impact of the use of financial resources under the Large Infrastructure Operational Programme 2014-2020 in the field of environment. The evaluation also highlights the factors that contribute to the success or failure of the Programme implementation, as well as to the sustainability of the funded actions.

The evaluation covers the following areas:

• EU acquis (SO 3.1, SO 3.2);
• Protection and conservation of biodiversity (SO 4.1);
• Environmental protection in urban areas, by monitoring air quality and decontamination of historically polluted sites (SO 4.2, SO 4.3);
• Risk management (SO 5.1, SO 5.2).

The evaluation uses intermediate (hybrid) cost-benefit analysis, case studies, surveys, interviews, statistical analysis, visual mapping as main evaluation methods.
