The evaluation of the Interreg IPA CBC Italy - Albania - Montenegro Programme has the main goal of evaluating the performance of the programme for the 2014-2020 period.

The three key activities are:

  • Evaluation of the efficiency and effectiveness of the Programme procedures
  • Evaluation of the impact, verifying the programme's ability to contribute to the expected changes in the cooperation area. The impact analysis helps to estimate the distance between expected results and results achieved at the level of each specific objective.
  • Thematic evaluations (such as the evaluation of the Programme contribution to EUSAIR, the thematic projects evaluation, the evaluation of the 1st call projects, the evaluation of the communication strategy, etc.), responding to specific needs of the cooperation context.


The main methodological tools used are: desk analysis, interviews, web-surveys, case studies and focus groups.

The activities are carried out in consortium with Naxta Srl.
