Study to develop EU level Simplified Cost Options (SCOs) and other EU level results – based tools in the programming period 2021-2027

The objective of the study is to develop SCOs at EU level for the ERDF/CF through collecting and analysing data and developing methodologies in the identified policy areas & actions / interventions as well as to assess the feasibility of developing EU level result-based tools in three specific areas.
More in details, the study intends to:

  • develop of EU level SCOs (Art.88(4) CPR) for each Member State in the energy efficiency & renewable energy, Research & Innovation activities, and SME Growth & Competitiveness.
  • assess the feasibility of developing EU level result-based tools (i.e. Financing Not Linked to Costs-FNLC) in up to three areas to be identified by the EC during the term of the contract

 
According to these two main scopes, the study is articualted in two different tasks:

  • Task 1: Establish EU level SCO on the activities in the above-mentioned areas (identification of data needs and development of a methodology for collecting and storing the quantitative data in computerized form; data collection and analysis; definition of the SCO (including the indicators and audit trail) and establishment of methodologies for calculating the SCO, for each Member State; data validation and calculation of EU level SCO for each action/intervention of each selected area)
  • Task 2: Carry out feasibility checks for the development of EU level result-based tools (i.e. FNLC)

The study covers all 27 Member States. It is led by PPMI, with t33 as consortium member.
