The scope of the contract was to provide the CoR with information and insights in order to strengthen and enhance its consultative work within the framework of the legislative process. More specifically, the study investigated the impact of the new proposed legislation on LRAs and the implication regarding the principle of proportionality and subsidiarity. t33, as head of the consortium coordinated the work of the other partners – ÖIR and SWECO – as well as  external experts from the academic community.
