In 2025, t33, in parternship with Spatial Foresight, have been selected to carry out the interim evaluation of the "
Roteiro para a Capacitação do Ecossistema dos Fundos da Política de Coesão" (Roadmap for Capacity Building of the Cohesion Policy Funds Ecosystem) for the
Agência para o Desenvolvimento e Coesão -
AD&C (Development and Cohesion Agency) of Portugal. This Roadmap is a central policy instrument within the Portugal 2030 framework, designed to strengthen the administrative capacity of national and regional authorities managing Cohesion Policy funds.
The main objective is to assess whether the roadmap is being implemented as planned, and whether it is effectively contributing to strengthening the administrative capacity of the stakeholders involved in cohesion policy management. The evaluation team evaluates the Roadmap's implementation against the EU evaluation criteria of relevance, coherence, efficiency, and effectiveness, and EU added value, with a dedicated analysis of its communication and dissemination activities. The evaluation also investigates its spillover effects, the degree of ownership fostered among national authorities, and its potential long-term legacy.
The methodological approach is comprehensive and includes both qualitative and quantitative analytical tools, i.e. national and regional programmes analysis, data analysis from the monitoring system, online survey targeting beneficiaries, and in-depth interviews with AD&C representatives, Managing Authorities, and key stakeholders. The team will also carry out case studies on selected anchor projects and validated through a dedicated focus group.
The service centres on delivering structured reports (Inception, Interim, Draft Final, and Final) along with executive summaries and a graphic summary for public dissemination, in accordance with the contractual framework established with AD&C.
The service is coordinated by Andrea Gramillano, in collaboration with Clarissa Amichetti and Lorenzo Palego, who coordinated the
DG REGIO study on 'Roadmaps for administrative capacity building'.
