Mid-term Evaluation of the Ukraine Facility

The Directorate-general for Enlargement and Eastern Neighbourhood (DG ENEST) has contracted Particip GmbH together with t33 to carry out the mid-term evaluation of the Ukraine Facility, in compliance with the multiannual strategic evaluation plan 2025-2027 of DG ENEST.
The Ukraine Facility (the Facility) is a key EU instrument designed to address the scale and complexity of challenges facing Ukraine in the wake of Russia’s continued war of aggression. It consolidates EU budget support into a single mechanism providing €50 billion in predictable and flexible financing for 2024–2027, aimed at covering Ukraine’s financing needs, supporting reconstruction, mobilizing investment, and advancing reforms necessary for EU membership.
The evaluation aims to provide the relevant Commission services and other key stakeholders with an independent assessment of the progress towards the achievement of the Ukraine Facility objectives.
The evaluation process employs a robust and comprehensive methodology, including desk research, stakeholder consultations including interviews and an Open Public consultation (OPC), data analysis, and field research.

Scheduled to run until mid-2026, the evaluation will provide in-depth analysis on:
  • qualitative and quantitative terms on the relevance, conditions of implementation and performance of the Ukraine Facility as (among others) a performance-based instrument, particularly its efficiency, effectiveness and EU added value
  • the actual protection of the financial interests of the Union
  • identify lessons learnt (both positive and negative), best practices and recommendations concerning the implementation of the Facility. This includes assessing its impact on the administrative capacities of Ukrainian public institutions, particularly in relation to monitoring, reporting, and the sustainability of results. It also involves examining the administrative costs and processes for the European Commission, as well as analysing the key factors that either facilitate or hinder the Facility’s overall effectiveness in achieving its objectives. 
The results of the evaluation will feed the ground for the implementation of the Facility in the future as well as for the design of similar instruments in the next Multiannual Financial Framework.
